QUALIFICATIONS AND JOB DESCRIPTION

This role is ideal for a seasoned QA/QC Manager with a proven track record of at least 15 years in construction projects within the refinery sector.

Responsibilities

  • Ensure project procedures are consistently reviewed, updated, and effectively applied.
  • Assess and coordinate contractors submissions, including quality plans, inspection and test protocols, method statements, specifications, material compliance documents, trade certifications, third-party inspections, and other relevant records before work commences.
  • Conduct audits and inspections to confirm that the latest approved Construction drawings, specifications, procedures, purchase orders, and other documents are in use by contractors.
  • Ensure comprehensive documentation and certification records are maintained to support a smooth project handover to the client.
  • Develop and implement an agreed audit schedule, conducting regular evaluations of all construction contractors to verify compliance with the quality plan.
  • Guide project process owners in defining and implementing effective delivery processes and quality procedures.
  • Ensure all project personnel are equipped with the necessary tools and knowledge to comply with regulatory and procedural requirements.
  • Support subcontractor and supplier evaluation processes, monitoring their performance to ensure compliance with quality expectations.
  • Lead or participate in audits and assessment visits to suppliers and subcontractors, ensuring effective Quality Control Plans and Inspection Test Plans are in place.
  • Promptly escalate quality management issues to corporate leadership when necessary.
  • Facilitate the implementation of a customer satisfaction measurement process.

Qualifications & Experience

  • Bachelor’s degree in engineering.
  • Minimum of 15 years of experience in QA/QC management in large-scale upstream and downstream Oil & Gas, Refinery, Petrochemical, or Chemical projects.
  • Solid understanding of quality management systems, including ISO 9001:2008, and their practical application in project execution.
  • Excellent command of the English language.
  • Strong commitment to Environmental, Health, and Safety principles.
  • Excellent interpersonal skills with strong written and verbal communication abilities.
  • Ability to communicate effectively with clients, consultants, and subcontractors.
  • Highly organized, proactive, and motivated, with a flexible approach and the ability to perform under pressure.
